Judges was written before David was king, as 1:21 mentions that Jerusalem is still inhabited by the Jebusites (David drives them out). The phrase "There was no king in that day" is also frequently mentioned, which implies that such a status is different than the one in the authors day; if so, that would place the writing during the reign of Saul. Further speculation could point the finger at Samuel, given his position at the time.

The first two chapters of Judges show that Israel did not obey the command to kill all the inhabitants of the land (Deut. 20:10-18); This initial disobedience provides the backdrop against which the rest of the cycles of sin in Judges are placed.
