Authorship :
Judges was written before David was king, as 1:21 mentions that Jerusalem
is still inhabited by the Jebusites (David drives them out). The phrase
"There was no king in that day" is also frequently mentioned, which implies
that such a status is different than the one in the authors day; if so, that
would place the writing during the reign of Saul. Further speculation could
point the finger at Samuel, given his position at the time.

Chapters 1,2 :
The first two chapters of Judges show that Israel did not obey the command
to kill all the inhabitants of the land (Deut. 20:10-18); This initial
disobedience provides the backdrop against which the rest of the cycles of
sin in Judges are placed.
